Photo by Margaret St. ClaireAfter winning the 1996 Science Research Award, Mr. Richter co-authored two US Supreme Court Amici Curiae (SWANCC and Borden Ranch) regarding wetland conservation and protection, participated on Washington State Committees and Assessment Teams authoring Washington State's "Methods for Assessing Wetland Functions," and developed and implemented King County's 2004 wetland protection and management guidelines.

He also presents wetland ecology and regulatory policy seminars to practitioners in the Law Seminars International, academics at the University of Washington, and other public and private organizations, and provides “best available science” for improving wetland regulation, protection, and management through his research and published articles.
